Formation of School Management Committee (SMC)

Under Section 21 of the Right of Children to Free and Compulsory Education Act, 2009, there is a provision to constitute a ‘School Management Committee’ (SMC) in all the council primary/upper primary, composite and Kasturba Gandhi residential girls’ schools in the state. According to the Uttar Pradesh Right of Children to Free and Compulsory Education Rules, 2011, there are total 15 members in the committee, out of which 11 members are parents or guardians of children admitted in the school and four nominated members. It is mandatory for at least 50 percent of the total members of the committee to be women.

Under the Act, the community and parents have an opportunity to participate in the school management committee for their children by joining the committee and providing cooperation in school development. School Management Committee and local authority have an important role in the Right to Education Act. The members of the school management committee provide assistance in running the school every day.

  • The term of the school management committee (SMC) is for 02 years and the chairman and the members of the committee are selected by consensus by holding an open meeting of the parents/guardians of the children admitted in the school. The President and Vice-Chairman are elected by mutual consent from amongst the elected members.
